I did a quick Geico quote for a 19 year old in my ZIP code, MSF course graduate, and no accidents/tickets, for an 08 CBR6RR.
They want over $9,000 for a barebones (the smallest amount coverage allowed by law) 12 month policy that has a $1,000 deductible.

Get a used bike. If you can buy it w/o financing it, insurance is much, much more affordable when all you need is liability coverage.
Any generation CBR F series is bad@ss. I've ridden them all. I had a 2000 F4 for the longest time. I sold it for $4k w/ Helmet and two jackets. I still think you should get an EX500 Ninja instead though.

Everyone else has given pretty sound advice, especially about the MSF course.
For reference, I have a 1998 CBR600F3, soon to be streetfightered. My reason for not getting a new bike is because I can't outride my current one. I need to take some new pics, but here it is with dirty bars mid build:

i'd first get an old 250 to get used to riding around, then move up to a 600 because you'll for sure crave more power in about 1 month of owning a 250. my friend financed his 250 which he bought new and his insurance was something like 300/half a year or a year, forgot, but he got only liability

i would suggest getting a kawasaki ex500 used i've also done some research on this bike sicne i'll be getting one soon and i also did the quote calculaton thing on geico for a 1989 kawsaki ex500 and it came out to a 12 moth policy rate for $258 for the basic stuff and i'm eighteen

Look around at some older bikes. I bet you can get a great bike with decent insurance if you go the used route.
Are you only into a sport bike?
A used Bandit 400 (I4 engine) is a bad ___ little bike.
How about a Honda CB1 (400cc I4)?
A Suzuki GS500 is not much to look at but fun as hell to rail around on once your skillset grows. Some of the best fun I've had burning around corners was on a GS.
I doubt you'll find one, but a FZR400 would be an awesome first bike. It looks the part and has some pep too.
I've got a fair amount of seat time on all these bikes, except for the FZR, and they are all fun bikes. Who cares that they won't throw down low 10s at the drag strip. They are still faster than 99% of the cars out there, on the streets you'll be riding on. Keep searching, you'll find something that works for you.
Have you checked out a MSF course yet? You don't need a bike to take the class. They have loaner bikes to take your test on.
