Anything below the max sidewall pressure (but above OEM specs) is fine. I don't know what the OEM specs for 18"ers are, though, sorry.
Personally, I run 40/39... on the OEM 17"ers. I'd probably do the same if I had 18s. Saves gas, and improves handling - but I haven't really pushed my car to the limits, so I guess I can't qualify that statement with personal experiences.
However, I have friends who have done it and report both of the above. I can, however, personally attest to the MPG savings. I got 29 MPG (ALL city!) last last tank :D. The only thing that changed was that I continued to mature my gas-saving driving... and only upped my tire pressures that fill.
Also, if you can't do your tires because you can't find someone to pump them, just use a hand bicycle tire pump. No, I'm not kidding. It works 100% ok, and no gas, electricty, etc is needed at all.
I've even pumped the spare from a shocking low 38 PSI all the way to the proper 60 PSI using a hand pump so don't tell me its only good for minor adjustments either

you can use anything under the maximum number printed on the side of the tire but its best to use the number recommended by toyota which is printed on the side when you open the door. be sure to check the pressure when its cold.
