i have an idea. make some mudguards that will stop the water from coming off the rear tires and hit the rear skirt.

I'm thinking about just riviting the b*tches on so that they'll never come off

Unfortunately, if the person who installed the rear lip, forced it on, there may have been damage that occurred to the clips. If damage did occur, then there will not be enuff tension to hold the rear lip on, and when force is applied, it comes off.
