really really good friends can hold hands for short periods of time and in good taste and fun without being considered a coupleish act.
other than that it is a "i want you to hold me" thing.

ok, here's the way to look at it.
If your boyfriend was there, would you hold another boys hand? no
if at anytime you ever wonder about "what's flirting", ask would you do it in front of your boyfriend/girlfriend?

I think it can be both. But as americans we automatically assume that it's a couple. If the peeps are that close then they may, what counts is what they do, while holding hands. Sometimes all need to do is see how they're looking at each other.

Good lord, the stupidity. Only are you going to hear naive females try and defend this.
So in paris, if you see a male & woman walking down the street holding hands you're not going to assume they're a couple? please.
