Actually, it is American. Mexican to be exact. They eat a lot of rice there so there's no problem with the term.

Is he trying to slow down the car?
Maybe he had some leftover parts from a RWD build and decided to bolt all of it onto the Celica????
Ive seen a CRX like this before, but it had a small block and was converted to RWD

Why are there so many cars like this in P.R.? It seems like they have a different kind of rice - cheap, tacky, chrome everywhere, and completely overdone.
