Here's my last thoughts on this.
It can either be one of two things.
Either he is behaving inappropriately, or you are.
You may be "pushing his buttons" by being somewhere and acting in a way that you both know is going to get attention.
Bad areas can be like that, and if you're baiting him, you're in the wrong, even if you're "legally" in the right.
Now if you're not doing that and he's totally harassing you - a legal term - then do something.
Imagine that if others that have come before you just said "the hell with it, I'll just live with it" and let bad law enforcement/government agents misbehave and take away my rights.
People have died for that cause.

But seriously just ask him. when you see him inspecting your car just ask him what he is doing. if he gives you some sass just ask for his name and badge. if he says no walk to the back of the car and write down his licence plate #. if he still gives you sass, pretent to start calling 911. that could shake him up.
but cops can be good people, but then again some of them can also be all ***** no brain.
actually a better idea is when he is inspecting your car ask him if he wants to check out the inside! if you got nothing to hide give him a show around of your xB, try to sell him one while your at it

Its not cop HATING or BASHING, we're talking about isolated incidents that happened to some of us. My uncles a former cop, i've got nothing but respect for the good ones...but nothing wrong with sharing stories about the bad ones either, it happens, it's a part of life, deal with it...nobody ONCE IN THIS THREAD has suggested that ALL cops are bad...
What next, if somebody says they like blondes, and you like brunettes, you going to threaten to ban them too?
Really though, you're going to threaten to ban people for having a different opinion than you? Wow, and I thought i'd seen it all...seriously man, really?

some of these ideas are great, some are funny, and some are just asking for it. Here's what you need to do.
1) If you go by there again, and he is inspecting you car again (and you have a front plate like you need to) ask him (POLITELY, this is the key) what seems to be the problem.
ex: "Hi officer, what seems to be the problem?" If he says something about a car like your in the area being suspicious, then go to step 2
2) Put his suspicions to rest, if you have nothing to hide, show him the car, inside and out. If you got something that is not so legal, (whatever it may be, including bootleg CDs or something like that) you have the legal right not to show him inside your car. UNLESS he has reasonable suspicion, but that's one for the courts to decide.
3) Try to get his name, and document the incident. BUT don't do it obviously. And the next time you see him, say, "Hey officer (insert name), wassup?" Try to be friendly, if the cop is a good guy he'll be friendly back, if he's an a$$hat then he'll be reserved, or a regular a-hole. But again, you document.
No one likes working with mean people, usually people get what they dish. So try to be nice, BUT also cover your back. show the man that he has to reason to be suspicious, and usually they'll let you go. But for the few spoiled apples in the bunch, document, and if need be report. (Plus with the calling the cops on the suspicious person...(the cop) call the non emergency number, if they're bored they'll respond quick.)

Well, first, put your front plate on. Since the cop hasn't given you a fixit ticket for it yet, maybe he's just ____ed you haven't heeded his warning. Maybe he was trying to give you a break before for not having a front liscence plate on and he's just getting more steamed because he's seen you 4 addiitonal times now and you still haven't put your front plate on.
