Default PA emissions

Anyone know if the tC can pass PA emissions with only one of the CATs installed? The tC is an ULEV meaning it has really low emissions, thanks to the dual CATs. Since they are so low I'm wondering if we even need the one in the header to pass.

you need to have the primary cat. You do not need to have the secondary cat.

Just get a po box in Indiana county! westmoreland sucks i hope my tc passes with a turbo! if not ill be doing that!
