i got pulled over for this today, first offense for loud exhaust that ive had for two years.

Yup. Per Washington laws now, the legal limit is no louder than the exhaust system it came with FROM THE FACTORY (this means that a louder exhaust is still unlawful even if sold by Scion/Toyota/TRD and installed by the dealer).
"RCW 46.37.390 (3) No person shall modify the exhaust system of a motor vehicle in a manner which will amplify or increase the noise emitted by the engine of such vehicle above that emitted by the muffler originally installed on the vehicle..."

TRD is from the factory cops can say whatever like its not legal but it is fought it myself had Toyota write me a letter saying its factory and was dropped in court. Its based on the decimal level of the car.

Can WA state vehicle code be enforced with out of state registration, referencing modified exhaust. Just finished 8k mile trip to Alabama to register car, since Al doesn't have these laws.. and was just ticketed for this. Officer stated that active duty military are suspect to local laws.

Take it from a retired military guy. If you are active duty, go to the self help garage on base and ask the oldest civilian guy working there what you can and can't get away with. They are diehard gear-heads and lead-foots, that still have a license for a reason.
