Thought I'd chime in on this, seems like a very interesting project. Where are you getting your funding, university grants, corporate donations? I'm not sure how experienced your management team is at pursuing government and military funding but you may want to look at the individual service research programs as well. I am currently managing a few of these for the Navy on the aviation side. You may want to check out the following link if you're interested in the posted topics.

The SBIR and STTR programs are small business set asides with a focus on innovative research for problems unique to the Navy environment. The end goal of the funded efforts is to produce a functional prototype solution with a commercialization potential.
The STTR programs in particular would be applicable to U VA as they specify a research institution is required to perform at least %30 of work under the contract. Check out the list of past topics and you can get an idea of the scope and breadth of topics.
The Navy does not use many ground vehicle compared to the Army and Marines but they are involved heavily with unmanned air and underwater vehicles, so some of the work being performed on Tommy may be applicable.

ahhhhhhhh i had no idea you guys had a blog on scionlife. i'm watching robocar right now on science channel and i was researching darpa.mil and the team jefferson website and i saw you had a blog. that's funny because i made a thread about the xB robocar on www.clubxb.com and everyone was asking for more pics/info and i had no idea where to find it - come to find out you guys have a thread here - very cool
