You can do them whenever, the question is do you have the kind of time you need. It takes a long time to do them anyway and if you do them in less than optimal conditions, it can be done, that's how I did mine, it'll just take more time wet sanding.

They can dry overnight, or bring them inside to dry. The drying aspect should be the least of anyone's worries, they'll dry in due time anyway as long as they are fully dry before the waxing, polishing ,etc. takes place.

yeah that is a big part, in normal tempuratures, it can be handled in 30 minutes. but if its too cold out, it can start to harden as soon as it comes out of the can and not be applied right, causing cracking, mis-coloration, etc. basically im sayin dont try to use it like in a garage when its like 40 degrees lol. u can spray inside, but it will smell and mess u up hahah

lol yea i thougt about doin mine in my room but i aint puttin up wit that smell. hopefully we will have some more warm days. its not a big deal if they are off the car for a lil bit. i can see my shop from my dorms so i could walk or ride my bike to work if need be, but that smell in my room i dont think so.

It won't mess you up, it'll just get you high as hell lol.
I did mine on my balcony, it was raining out and a pretty gloomy day.
I let them dry overnight, woke up pretty early in the morning and started wet sanding.
Like you said though, of course don't do it when it is freezing outside, even the paint can states an optimal temp, then again don't do it when it's 120 out and have a heat stroke trying to tint tail lights lol
