Super Street made a small error in their article about our Civic Si header.
The header itself is not CARB compliant. The catalytic converter that is used in that header is CARB compliant.
It is basically impossible to get CARB to approve headers anymore for OBD2 cars because it requires the removal of the stock catalytic converter. The only way you can remove a stock converter is if you can get a mechanic to agree that your stock converter is not functioning and requires replacement. However, if you replace the whole header with a non-approved header, even if the converter itself is a CARB approved converter, you are still breaking the rules.
If we could get CARB to approve a header, the sales would be through the roof. However, those guys at CARB are a tough nut to crack and their rules are not really fair to the aftermarket but they don't seem to care much.
For that reason, we don't bother trying to get CARB to approve our headers for current model cars because it will cost lots of money and will result in a rejection (we tried it once and we won't bother again).

Yea, its really unfortunate that our laws have to be like this. Even if your car passes SMOG and emits the same amount of co2 as stock they still say no way! What sucks even more is that they way the legal system is, its extremely difficult to get them to loosen up on these laws
The same kinda thing is happening in my line of work, sportfishing. Currently the MPLA's (marine life protected areas) are making their way shutting down fishing all over the coast and are very close to So Cal. Basically the enviromentalists have more money than god and can just lobby their heads off without even knowing whats really going on.
