If i'm not mistaken, the filter is a charcoal filter which helps reduce the amount of emissions that leak out of the air filter when the car has been shut off. I'm not sure if the charcoal causes it to "whistle" more, but the sound is nothing to be alarmed about. All of my tCs do the exact same thing! It's simply the air being sucked through the filter at a high velocity!

It does the same thing with my K&N installed. I have a sneaking suspicion that it's air rushing through the throttle body. Just speculation though, but damn I like it wherever it's coming from

It whistles because Scion designed it to make it sound like an aftermarket intake. The charcoal filter has nothing to do with it. You could rip it out and it would make the same noise. The stock intake is a CAI of sorts, since it draws intake air from the fender area and not from under the hood.

so that whistle sound is normal. not an intake leak right? oh and why are people so worried about hydrolock on the TC after you put the wheel well plastic back on, the filter is fully covered by it or did my slowwwww ___ forget to leave it off

It cant be the charcol filter, with the K&N CAI it was 3 times louder on my moms tC. it sounded so good I drove the car around just to make that noise. Turned a lot of heads.

That is not a leak it is just the sound of the air accelerating through the inlet tube. That or your intake is very happy.

When the engine revs high, it requires a lot of air and feul...

The air has gotta run through a kinda sorta small pipe...so the whistle is the air rushing in the box...

I've noticed the whistle too.... and to make it a little louder just block off the silencer after the air box before the throttle body.
