12lb s/c pulley?

^no. PSI is not relative to your limit, horsepower is. until you hit 300whp and/or reving past the stock limiter, dont worry about internals.
Emanage Ultimate or AEM EMS are the only 2 systems i would recommend. Emanage blue cannot control ignition, no ignition control=knocks=boom.

no, more psi does not mean more HP. its the same with any f/i setup.
You can run 9.5psi and get 220whp. (forexample). then upgrade pulley to 12psi and still have 220whp, but a beefier midrange but retaining the same peak HP. more air, but moving at a faster rate, therefore not cooling along the way. The hotter the air, the more prone to knocking/detonation. So what do u do? u retard ignition down and there goes your HP down the drain.
Its all about efficiency, not how much psi you pump into the engine. If u're pumping more, you have to be able to cool such pressure efficiently. Or, you could run race gas to advance that ignition back up and make some power.
Lets say a turbo:
small turbo pumping 20psi=250whp, safe on stock motor
larger turbo pumping only 10psi= 350whp, not safe.
again, PSI is no limit, its HP.

boost (or psi) is just a measure of restriction, x amount of boost doesnt mean you'll automaticly have x amount of horsepower.
(but most of time more boost means more power,if its tuned right)
