The Ebay intercoolers are good at 1 and horrible at 2. Yes, you need a new intercooler, but no it will not change your peak Dyno numbers. Hope that makes sense.
You seriously think it won't pick up power on the dyno? Have you ever tested an ebay ic and a garrett ic back to back?

"boost" is just a measure of restriction in the intake tract. A turbo will make a lot of "boost" on a restrictive head. Open the head and cams up and let the engine breathe, and power goes up and boost goes down. Where the 30r might be capable of 30-33psi on a stock head, it might only make 25psi on a good ported head because there's not as much restriction on the motor. When you can make more power with less boost, you're working in the right direction. Everything gets better since the turbo isn't working as hard. Compressor outlet temps go down, exhaust backpressure goes down, and power goes up!
