Do you have boost controller, check what he left the controller on.
And yes like most people stated 378 on 20 psi seems lower then usual.

Look at my set up and look at what i made.
I think my numbers are pretty good and i have not seen anyone else make higher then what i did #16 psi on our cars on 93 pump gas, but i have heard from brett that he thinks i should have made more. I'm not denying i think i could have, but most likely my tuner also tuned with safety in mind and the tune is not as agressive as it can be.

It must be the tuner. Who is your tuner? Do know anyone else that had problems with this tuner?

no not that i know of. The thing i do know is they specialize in subbies/evos and are always crazy busy. They did 1 tc before using a fic. The car has never moved it just sits in their lot for the past year. That should of been the 1st sign.
I was going to fly some1 out to tune that is more familiar with the platform but i had a issue like i said and it went to them and i figured it was already there so eff it

Default 378whp @ 20psi.. does that sound right?

Firt of all there is no way In hell that your gt35r is max out not even close. And yes the numbers do seem kind of low but you never know he might have tunes you very very conservative. I made 376whp on 17 psi and I have a 60-1. Which I think the gt35 is a tad bigger. Plus if you do get 3" you will increase those numbers. I made 420whp on 20psi but then again I had meth. I say leave it like that till you raise the boost and then tune again with the actual tuner. Or install the cams get meth and 3" and call it a day and you will for sure break 500whp. That guy is full of ____ telling you your turbo was maxed out. Lol he probably saw you and said ____ I didn't make him enough power. How's the powerband? Did it drop off at the end of redline? If not the. Your turbo is good an the tune is not. Either way brother those are good numbers.
