ive never taken one apart
how would i know if its stuck or not? push it and see where it stops?
it has to still be opening and closing, it just seems to be opening early

Well the easiest way ive found is grab a C-clamp, tighten it down on the "dome" first, then undo the allen bolts. If you dont clamp it the spring will give you hell when you are tryin to unbolt it.
Once they are all out, loosin the clamp and it will come apart, make sure the spring is in one piece (ive seen them snap) and that everything looks in good condition.

so i just did the soapy water test, and exhaust IS in fact coming out of the wastegate to manifold flange.
ive tightened it down as hard as i can and its still coming out.
could it be warped? or does the gasket have to be a certain way?

could be warped, but to be honest a small leak there isnt going to limit your boost like that, my gasket fell out, completely. i still built boost, took alot longer to spool but would still get there.
Still something you wanna get fixed im sure, but not the cause of your main issue. once you get your issue fixed you can take it to a machine shop and they will make it true pretty cheap. Take both the manifold and WG, they will make it so you dont even need a gasket lol.

i tried putting the wastegate on without a gasket like you suggested and it still leaked.
i still havent tried a brand new one yet.
the gasket i used was the one from my dump tube
if its warped, how would i be sure of it? put a straight edge or something?

i think the copper rtv can withstand the highest temps of all the rtv's but still i dont think it is rated for 900+f, could be wrong though. I noticed i have slight leaks here and ther that i need to attend to so id like to find something i could coat my gaskets with that would hold up.

It will, tubonetics recomends put rvt between the hot side of the turbo and the downpipe, check out there turbo install direction on there website, and I run it on my wastegate with no problems
