I heard carb is actually on its way out anyway slowly but surely. It cost the state far far too much to run the program and there's a lot of shady stuff involved as well from what I've heard, but this is just rumor...

The RSX will never be smog legal. They have been trying to get it CARB approved for 4 years now.

two things you can do to get your car smog legal after getting a turbo. REMOVE the turbo, go back to stock, get it smogged and registered, then re-install the turbo (your tuner shop should be able to give you a discount on taking it off and puting it back on since they've done it before and if they know you really well). OR you could take your turbokit to the CARB board or whatever their name is, and as long as everything is in tact and you have a CAT, MAYBE they'll give you an exempt. But that takes some money and time so it's not recommended but you could try! Hope that helps!
