I thought it had to do with the turbine side of the turbo. Small turbo's spool quick but back-up the engine when you get to the higher RPM's.

An engine has to breath to make top end power. Anything can cause a restriction whether it be heads, cams, throttle body, intercooler or exhaust side of the turbo. He could also have problems holding boost because of the internal wastegate, but I doubt that.
