you don't buy a performance chip, you buy a piggyback ecu, that alters the fuel and ignition timing of the stock ecu with the trd reflash.
and no, it really isn't necessary until you change the intake because then you start to run the risk of running lean and blowing your engine.

performance chip? you can't chip tc's -> the sc come with a flash for the ECU and if you add mods the best bet would to get a piggy back and tune it. Others have had no issues with those mods and just the flash. Don't take my word for it though, im going the turbo route. Anyone with a SC want to post and add comments or correct mine ?

When you buy the supercharger. It comes with a module that holds the tune for the supercharger, The dealership has a tool that hooks up to the ECU and it rewrites the map in the ECU. The car is now tuned for the supercharger.
