Well, I would say a used, and probably beat to **** SRT-4, but new huh? Hmmm, that's a tough call. Probably a Cobalt SSSC with the GM stage 2 installed, although that's pushing the upper limits at around $21k.

im gonna go to the auto store and buy new t clamps and new vacc lines and tighten the bov see if it makes a difference.

When my T-netics turbo went out I put in a Garrett 3076R with the 50psi oil restrictor, good so far, 5k miles and tracked at least once a week on 14 psi. Not sure on the oil in the vac line....

nope, it does exactly what its called. It restricts, or limits the oil pressure going into the turbo. Turbos dont really like to see much more than 30-40 psi of oil pressure and as we all know toyotas are infamous for pushing oil pressure up to 80+ psi
