yeah, i don't think any turbo's will be able to pass emissions other than those that were factory installed. usually installtion of a turbo would require removal of the cat. and that'll automatically make you fail emissions. also, if you get an _______ of a cop (even though here i doubt you'll run into any cops like this) you can be cited since it's actually a federal offense to remove a catalytic converter.
okay, enough fluff... no you wouldn't pass emissions...
OT: why the F*CK did a boosted is300 and STi come up next to me and spool up today?! did they SERIOUSLY think i'd run with em?!

another reason i say this is because you'd have to remove the header of the tC... and within the header is the first cat...

Ok, lot's of misinformation.
All they do is plug into your OBD2. If you do not have a CEL, then you pass. Simple as that.
I would put the stock exhaust on though so they don't get wise and try and do a visual check for a cat.

They will check the ecu for codes. They will find none. A anti fouler will take care of that. Then they will print you reciept that says PASS on it. Then boost off. If they put your car on the dyno, not sure the second cat is enough to get under the limit. Anyone with a header would be in the same boat. Its fair to say they never put a car made after 1996 on the dyno with the sniffer in your tail.

for me they visually check for a cat for every car, i know this cuz the dumbass chick checked my eclipse and said i didnt have one and i had to go to a muffler shop so they could call her a dumbass then went back and passed. and my check light was on, but covered by a pic of my wife, and they didnt notice. teehee.
do u need to get emissions even though its a new car?
i dont need to get one for like at least 3 more years.
by then, hopefully i can move somewhere cooler

and yeah.. it is a few years before you have to go in anyways.. so just do it and worry about it later
