WHEELS WILL MAKE A HUGE DIFFERENCE!!!! If you want to stand out, changing the wheels is the first step....then tint....since you're going to do that ANYWAY, why not do it first?!

just a warning, if you get wheels, make sure to get a set of wheel locks.
and i preach this too, a flashy set of rims attracts the smash and grab petty theives who figure it you got money for rims, you must have some good stuff inside too.

wheels and tires or springs or tint or coilovers or stereo or alarm or exhaust or headers or intake....
i think u get the point! you could always save and get something REAL baddass like a turbo!

tints like everyone else says... and pay off ur tC debt. if any.
and an exhaust and prolly ur set.
springs + shocks are just a matter of taste.
i had them. uninstalled them.. theyre not on the top of my list.
save a lil more and maybe go f/i?
or avic d3?

Best bang for the buck, improves performance and gives the car some attitude;
Lower it, improves both handling and looks. No shortage of lowering springs or coilovers available.
Air intake will give a small bump in power, sounds great when you put your foot down. Couple the above with an axle back or cat back exhaust, more increases in performance and efficiency. Sounds better to most enthusiasts. Might improve gas mileage if you can resist the temptation to keep pushing it cause it runs better. These mods also make your car more responsive.
If you have a manual transmission, a short throw shifter like the B&M will improve the driver to car interface and you will use it every time you drive.
Many enthusiasts like these mods as it makes the car more fun to drive, that is what they find a lot of enjoyment in.
I hope this helps in making your decision.
