scroll down to "Front License Plate Bumper Plugs" I bought some of those in white. I'll let you know how they work out.

They have two pins though so I either need to drill another hole in the bumper (yea right) or cut one off and use some double sided tape to hold them level.

I will let you all know how it goes, and post pics.

BS. I have no holes in my front bumper.
I don't have holes in my front bumper either (and I'm pretty sure all ((or at least West Coast )Scion's end up at Long Beach before final delivery.

i bought a set of screw covers at either Advanced/Auto Zone(can't remember) for $2.98..they have a washer that goes behind the screw the dealer used for the front plate and the cap just snaps over the washer..covers come in black/gold/chrome..bought black..also a can of 040 Super White touch up for $3.99..a can of clear coat $1.99 and a can of primer for $1.49..scuffed the covers and painted them to match...took no time at all and only cost $13 bucks.

Where did you get yours pre-painted? Do you just have an easy color like white or black?

i live in texas also, and technically the license plate is supposed to be on the front fascia (bumper) of the car. Not many people get pulled over unless the cop is really bored. I'm taking my chances.
