Why do they have signs in front of Post Offices that say:

No Dogs Allowed except
Seeing Eye Dogs

When neither the dog nor the Owner
can read it?

^ Because people are ássholes, and there will always be someone who complains if you bring your dog into the post office. The signs are intended for the people who like to complain about everything.

"No dogs allowed, except seeing eye dogs." = "Don't complain about a dog being in the post office unless the dog is attached to a person who is not blind".
