Default coils have surface rust, help needed

ok so we get to the rear coils during the install tonight and one of the coils' collars will not move and im guessing its because of the surface rust on the shock.

we need to move the collars because the spring is loose and the collars need to be tightened. We tried everything but nothing seemed to work.

any ideas? new parts in need to order?

pbblast, rusty, wd40... any of those should help (any penetrating lubricant). Also using a wire brush to clean the threads should help as well.
