Yeah, that's what I thought, but the only hole I saw would only fit a VERY small allen key, and it didn't even look like an allen key. Just a dot.
Is it at the very top of the shaft, under that rubber plug?

Anyway, I just took some vice grips, had my frend clamp the plate and the top coil and the top coil of the springs while I cranked with my breaker bar after heavy WD-40 usage. That works too!

you can use vise grips, but wrap a rag between the teeth and the strut shaft. You don't want to mark up the strut shaft!! That will cause the strut to leak when the strut is compressed.
