Did your wheel purchase include hub-centric rings?
Is your vibration occuring at 70mph?
If 'no' to the first ? and 'yes' to the second, then yeah you'll need hub rings. If you have hub rings on already just make sure the tire is mounted and balanced properly.

you don't need hub rings because our cars are lug-centric
also, sorry to hear your wheel & tire combo is rubbing, I would've opted for wheels that fit the vehicle properly, but that's just me.
