I dont think it's a matter of being cheap, it's a matter of financial status and financial priorities.
um... i live in MA and drive into RI every day, i rock volks and the roads here are horrendous no problems what so ever, infact they are stronger and more durable then cheap wheels.
also depends on where you drive...you got poop roads, you dont want nice wheels...
