Dont know for sure as I havent used it...but it is possible.
most paint thinners, strippers are able to dissolve most finishes.

Haha! Maybe I am lazy, but if I needed four wheels completely stripped and could pay someone a modest fee to blast 'em instead of spending hours sanding by hand I would.

The stock rims are painted also. So a paint stripper will eat it away. Either take forever sanding and repainting (or sandblasting, etc), or just buy an extra set and keep the ones you have now for spares.

chances are that whoever painted your rims sanded them so even if you remove the paint with whatever method (stripper, blasting) your still gonna have to paint them with somekind of CPC. reason being is that they are aluminum and will rust without somekind of protection on there

If you're looking for something good that will get the paint off, http://www.amazon.com/Klean-Strip-Pa.../dp/B000KKOR1S

That stuff is awesome, you have some work ahead of you.

I did not know aluminum could rust. Thats a new one. It might discolor some but aluminum doesnt rust.

I'm sure aircraft remover will take off whatever is on the wheels. That stuff will eat through everything. Had some parts that were powdercoated, with the aircraft remover and some elbow grease it came off no problem.

It oxidizes much in the same way as iron does.
