Snow wheels and tires or Continental ExtremeContact DWS
I just recently moved from Auburn University to Penn State.
Needless to say, from an area with a mild winter to an area where snow and ice is a given.
I generally walk to class and the only time I drive is to go to the store so here's the dilemma.
Should I buy snow wheels and tires or could I make it by with the Continental ExtremeContact DWS?
I left the new car in Atlanta and decided to pimp the tC around for the 1st year.

So nothing beats a good set of snow tires... period.
BUT... if you're really not going to be driving that much, it doesn't make that much sense to spend that kind of $$ on both wheels and tires. If you have some common sense while driving and don't try to drive through a foot of snow or anything, the Contis will be fine. I made it through quite a few winters on all-seasons before finally getting snow tires. All depends on the driver.
BTW, I'm about 2 hours north of you and graduated PSU about 7 yrs ago.... (holy ____ that makes me feel old).
