it comes on when you crank the car...then about 2 to 3 mins it cuts off....but here lately the water is coming out of the top of the hoses fast than before.....but after the light goes off the light never come back on nor does the fan....

So you're probably not overheating therefore the fan doesn't need to be on. It could be the radiator cap but as everyone said your hoses should not leak. Take them off and look at the where it seats. Tighten the hose clamps. Right now it's not overheating; fix the leak.

K thanks for the help but I had the car running for almost a hour in 100 degree weather and the fan didn't come on and I know it should..all my other cars almost after 15 to 20 mins the fan kicks on I'm thinkn its gettn hot and it backs up that's why its leaking..

No. Whats happening is that when your car gets warm the thermostat opens sending coolant to the radiator(which leaks). Like I said, find the leak and fix it. If your car was overheating the radiator cap would let the now pressurized coolant(thermal expansion) into the overflow bottle and eventually out through the coolant bottle vent. Without knowing the actual water temp you can't say that the fan should be on.
