What hub are you using? Did you disassemble the black plastic circular piece that was behind the stock steering wheel? If you messed with it, you need to replace it, that plastic piece has a sensor for the traction control so it knows what angle your steering wheel is at.

Momo part number 7734 is the correct hub for scion xb's. But you can also use part number 7715, it will work but most people who try to use this end up yanking out the black piece with the connectors, or disassembling it and using half of it. Either way P/N 7715 is wrong, and you ought to use P/N 7734.

Actually , I had that same problem, and I have a '04. I just used a dremel to bore out the hole to fit the harness/plug for the horn/airbag wires. I agree, dot not to mess with that clockspring/airbag reel/ whatever it is.

I hope this helps but in that little black box if you take it all apart is (2) little gray gears... They have magnets on them that keep in contact with your traction control sensor. If you remove them you throw th VSC and set off the Traction Control. So what I did was trim everything away except the plug and those gears hot glue the two gears in place so the magnets are always in contact and your set. Then just tuck the little black box back inside the steering wheel housing and your ready to roll. I flipped out as well and i just started plugin stuff back in and that's what i found. The yellow gears and that whole thing is trash. Hope that helps i will try to take a pic of mine.
