Sounds like Aura bass shakers to me. They're just a huge transducer that mounts to the frame of something (the vehicle in this case) and causes vibrations. You can't hear anything, it can only be felt.

This is not new technology folks!!!! this has been around for years...My 1984 300ZX 50th Anniv car had Pioneers Bodysonic seets...which did this.... Then a company which went under called Aura had the "Bass Shakers" which which were around for years.....They were real pioneers in this technology having provided the ORIGINAL systems for NASA and Disney etc... :D

I prefer to hear music, not just feel it.
You can still buy the Aura Bass Shakers from www.partsexpress.com for just under $30. I've thought about getting some to mount to my couch for a little extra impact while watching movies.
