Underglows are awesome, if they are done tastefully on cars that match the look. Weird colors are a no-no.
Neons on a beater? Don't do it. Neons on a clean car in reasonable shape (no gigantic fart cans or grotesque spoilers). Neons can be very tasteful. . . as can exhaust modifications and spoilers. . .

Not for the Blaze kit. However I think it looks fine even though they aren't the same color. It gives a cool contrast.
The Iceled UFO kit, yes. There's the Iceled Wheel well kit, and a bunch of other things that can be added to fill gaps.
