Default Drivers side slop

Ok, when turning left or guiding the car to the left, the steering wheel will not come back to center causing the driver side wheel to continue left and steer in that direction. Toe is 0.0, camber is 0.0 (front and rear) When i bring the steering wheel back to center its like its dragging. Vibrates on that side at 80mph. I have had the vehicle aligned numerous times, tie rod and tie rod end on that side is new. It was only replaced because once apon a time some monkey at ntb siezed the adjustment bot up on the tie rod it self. Steering does not click or make noise. I dont know what else to do or think of. My shop says it might be the wheels (work 15x8 35 w/hub rings) I have rotated the wheels i cant remember how many times and the only side affected is the driver side. Steering wheel is at slight angle to left

1. steering rack issue?
2. Can i have the rack tightnend?
3. Was suggested to put oem wheels back on front to see if problem persist (works balenced, not out of wack)

Car travels straight!!! but point is steering will not recenter.
