I did a quick calculation of the Polar moment of inertia (Ip) of the two bars mentioned.
Ip = [PI * (OD^4 - ID^4)] / 32
I assumed a 16mm ID for the hollow bar.
22998mm^4 for the solid
26138mm^4 for the hollow. (13.6% greater)
This illustrates that the 2mm increase in OD substantially increases Ip.
And the hollow bar is also lighter... and that's a good thing.
