I need a valid answer to the question
Wich offset for axis decade 18 inch and axis decade maxis lip 18 inch and wich tire size to avoid reading the wrong speed

35 series tires will be best to keep the speedo close.
offset won't affect your speedometer, though. offset is, afaik, the mounting point's distance from dead center of the wheel (cross-sectioned). toward the curb side of the wheel is positive offset, and toward the car is negative. this is critical if you are trying to get the edge of the rim to end up in a certain spot, such as flush with the fender. To tell you the proper offset, please let us know where you want the lip to end up, and what width of wheel you are considering.

others may have more suggestions, but:
for the 7.5, +20 in the front +10 in the rear...
for the 8", there's a little more than an extra 5mm on either side of the rim, so +25 and +15 will be decent. (the actual number is 6.35 mm on either side, so these will come out another 1.35 mm)
I would love to do some 7.5" +20 in the front and 8.5" +20 in the back, if i had the moola right now...
