My stainless rings are quiet but I remember having noisey hubcaps back in the 80's.

yes, and its irritating.

I found three temporary solutions.
1. leave the windows up.
2. turn music louder. and
3. take off beauty rings and spray them with WD-40 this works for a little bit till they get dirty again.

yeah, I just got the $10 chrome ones from OReilly auto. So you're telling me the stainless ones don't make noise?

Mine are completely quiet. But they were like 60 bucks for the set. They have many steel fingers that bite into the rim and keep them from moving around as the rim flexes.

My steel wheels look awefully dirty. I just bought the box and the woman who had it left hubcaps on it the whole time. No cleaning underneath it. I just briefly looked at one, and I think I spotted a rusty color. If it's rust, what should I do? If it's just dirty, how do I clean it and get it back to shiny?

Spray off the thick dirt with the hose and get them wet. Spray them down with some Wesleys blech white and scrub them with a wheel brush and rinse. Repeat till they are clean. Dry them off and polish them with clearcoat safe rubbing compound and follow with some carwax. They should look really nice by then.
If they do have some mild rust spots you will have to sand down the spots to remove the rust. Wipe wheel down with either carb cleaner or 90% rubbing alcohol and spray them with some gloss black wheel or engine enamel and let dry. If you are planning to use trim rings you don't have to worry too much about the outer lip because they will be covered. If it had the original plastic caps the original paint should be ok tho.

I used Duplicolor charcoal wheel enamel.

Be sure to clean the wheels very well prior to laying the primer and finishing color, otherwise the paint will peel later.
