You can use nuts or washers. I prefer regular automotive body shims. They are U shaped pieces of flat metal. They come in different thicknesses. You place the open center part of the U over your bolt between the pieces of metal being joined and then tighten the bolt.

i might try the spacers on my tC, i rub like crazy im gonna change the bolt in the rear, cus even with the fenders rolled and slightly pulled i still roub on the damn bumper.

If you have too wide a wheel/tire or an offset that is not inward enuf none of this may solve your rubbing. My wheels are 18X7.5 with a 42MM offset.
After rereading this a few times I think I understand and will rip out the liner to get a better view of how to rig the bumper to fender.
