Actually it depends on your state and local laws. I know in Texas there are a few stipulations you need to meet so be in the "gray" area.
1. Cops can't be able to see the actual light bulb itself. (tuck it out of sight and let the reflection do its thing)
2. You cannot be running any colors that are used by emergency vehicles. In other words DON'T run reds and blues!
3. No flashing of ANY color at ANY time while your moving.
ALL of this info is about Texas law. Any cop can get you on like a "distracting traffic" charge. Just know that running ANY kind of colors under your ride will leave you open to a ticket really. You'll never be 100% legal. It's all a judgement call with the cop.

yea check your state and local laws... tx laws are weird.. as long as u dont show the bulb an not flashing red an blue together... cops always pull u over when they are red an blue but one solid color should be ok... south houston it is legal to drive wit them on pasadena its not allowed to drive while on but if u are at a complete stop an the car is not moving its ok. just when u move turn them off before u move the car in gear... i dont know about the inside ... but i have red on the inside. an my led's in the headlights are blue....

What has been said is true. There are gray areas, but red and blue are 100% illegal and flashing/strobing/rotating lights of any color are illegal while moving.
Know this, ANY cop in ANY state can use your neons as an excuse to pull you over and check you out no matter what your set up is. Just be careful.

yellow is ok tho its like caution toward other drivers.... but if it was red an blue or solid colors it would be a distraction . an the cop has probable cause to pull u over an give a citation or warning.....

Odd...here in the Peoples Republik of Kalifornia, a cop told me that the blue underdash/seat lights were OK as long as they were not flashing. He said that he could not see the lights from outside the car and would not pull me over JUST FOR THAT.
Some things to consider:
1) I only used 1 tube under each half of the dash and seats instead of 2 (oznium brand CC). Does not seem as bright as some others I have seen.
2) I have a dark interior which reduces reflections from the tubes, limiting how much you can see from the outside.
3) I simply pulled into a 7-11 when I saw a cop outside, killed the engine and flipped on the lights and asked him if it was legal or not. Until I see the VC, I would not totally trust him. He seemed pretty cool though.

very tru... mostly stereo typing and racial profiling still goes on in this world.... just make sure u read up on the local laws an u will be fine. plus its good to have family in the law enforcement area... plus some attorneys too...

Sooo in Texas....
I could run just blue (no flashing, nothing with red, no bulb showing, etc.) and I should be alright...?? These lights have been such a huge controversy around here. I just don't get it. My local small town cop doesn't care about them but he's threatened me a few times about the WHITE leds on my hood... he said blue under the car was fine but white leds are illegal. And I ask other cops about the white leds and they seem to find that there is no problem with them. I just don't get it.
