Default Braking/ABS issue

I've had my Scion Xa for over 1 year. I love the car but am having a bit of a problem. I've already used the search feature on these forums and did not find any relevent answers.
On about 3 different occasions my car has not come to a full stop when braking. I must stress these are not sudden brakes from high speed driving. These are routine breaks to a stop sign in city driving conditions. The last time it happened I slowed the car to a crawl at a stop sign when the car continued to go into the intersection (involuntarily) while the ABS pumped the brakes. Again, I was not speeding and did not break suddenly. If there had been any traffic in that intersection I would of easily been hit (and at fault). This has happened in both dry and rainy conditions.
I brought my car into the Toyota dealership today. The rep tried to reassure me that this is normal for all Scion and Toyota models. It takes some getting used to the ABS system. After pressing him some more he agreed to take a look at the breaks for me and so I left the car there.
I've driven other cars with ABS breaks and know other people with Toyota's with ABS. They tell me that this is not normal. ABS will kick in under unusual/emergency driving conditions, not routine driving.

PLEASE HELP

My ABS will kick in when stopping on rough/uneven/wavy pavement. The wheels bounce over the rough pavement and when in the air or at the top of their arc, the brakes will fully stop the wheel even though the car is still moving. The ABS thinks there's a problem and kicks in. It happened to my old car all the time on cobblestone streets.

I have to say, though, that if it's not the pavement messing you up, then that's completely not normal.

i hate that stupid bumps and little dips in the road there a little bit like at down the street from me right before the stop sign i brake right before the quick dip in the road i get of the brakes and get back on 'em and i have to do that twice
