The idea of putting the spare underneath has been mentioned, but I did some measuring and found that the jacking structure under the middle of the rear would get in the way. If it wasn't there all you would have to do is move the emissions canister and make a mount for the tire.
The Toyota engineers who added the spare for the US market should have seen this. Instead we get a spare that takes up a major part of the cargo space.

The struts wouldn't hold up the "small spare". I put one layer of RAAMmatt, 1" foam and carpet, and it barely stays open now, and you actually have to push it up, it will not lift itself at all any more. I am just lowering my spare and getting rid of all the preformed styrofoam and plastic space waster below the spare. I will no longer have a flat area behind the rear seats, but I will gain more room.
