All that will work fine, if you can find a wheel that comes in both offsets.
Your rear lip will be 10mm deeper, as long as the manufacturer does not change the offset by changing the angle/shape of the spokes.

A spacer will work fine if your goal is to get the wheels/tires to match up against the fenders front and rear, as well as allowing for rotation, as you suggested.
napom's goal appears to be getting a staggered lip look, without having different width tires & wheels for the front & rear.

I think that with 225/35's on 19x8 +40 front and 19x8 +30 rear you will clear NF210's fine. You might clear DF's, but I'm not willing to say so and then be wrong. If you get DF's and end up rubbing, I'm sure you will be able to find somebody to buy them from you pretty quickly.

When I had 17x7 +33 wrapped with 215/55/17 front and rear, I would occasionally rub in the front, but not in the rear when lowered on my DF210s. In addition, my overall tire diameter would have been about 1" taller than the 235/35/19 setup you are proposing.
If we used this setup as the baseline for rubbing on DFs without rolling the fenders, then if you went with 19x8 +30, I say chances are pretty good that you would rub for sure because you will be extending your wheel out another 16mm on top of that. If you went with a 19x8 +40, you will only be extending your front wheels out by only 6mm. Now you might get away with extending your wheel out another 6mm because your overall tire diameter would be 1" less than my old setup. I hope all that makes sense to you...

I think I have good news for you napom.
napom, the wheel width, offsets, and tire size you want to run will give you even more clearance than jmaeda has... I say go for it!

Maybe I am wrong. But if he runs with a +30 it should rub real bad. It is going to push the wheel out. A +40 pulls the wheel in further under the fender. I am running the +35 and the rear wheels hit. Here is the wheels with the no tires. You can see the +35 is dead flush. So a +30 will push them out further.
I had to run +45 on my tC so they would tuck in there.

For your wheel widths yes (8.5"F & 9.5"R aren't they), but he is looking at 8" front @ +40 and 8" rear @ +30. The narrower wheel widths more than make up for any offset difference.
