Default Strange noise idling, revving engine, and driving

Higher speeds like 30+ the sound is mostly gone. As you accelerate to 10+ the noise gets quieter. Even with windows down. I had a/c and heat off, and still made noise. Not sure what the noise could be.

Here is a video. Sorry about the beginning. Didn't realise the camera was blocked.

That sounds like you shouldn't drive it anymore because you can damage it or cause more damage. Take it to a mechanic.

I like diagnosing, and fixing stuff myself. I am going to do some troubleshooting. I believe it's a pulley. I replaced the power steering pump, belt, and tensioner 4 years ago. About 20,000 miles ago. I know the power steering pump could've failed. Going to check all that out. I was doing more research while waiting for a response here to see if anybody had any details to help. I appreciate your response though.

What if you try a diagnostic tool?

Power steering fluid was at the min level when the engine was warm. So I added some. I loosened the belt, and moved the pulleys. They seemed fine.
